Your complaint is only as strong as the papers behind it. Authorities decide on documents, so collect them before you log in. This checklist follows the UP-RERA portal's upload list, and most of it applies in any state.
Short answer: At minimum, gather the booking or allotment papers, your Agreement for Sale, and proof of every payment. Add loan papers, notices, correspondence and the project's RERA registration details. Scan everything as PDF.
The core documents (every complaint)
| Document | Why it matters |
|---|---|
| Application or booking form | Shows when and how you booked |
| Allotment letter | Identifies your unit and price |
| Agreement for Sale / builder-buyer agreement | Fixes the possession date, payment plan and clauses on delay |
| Letter of cancellation (if any) | Needed if the builder cancelled your unit |
The UP-RERA user manual lists these as the booking and allotment documents for all complaint types.
Proof of payment
- Individual receipts, or a statement of account from the builder.
- Your own bank statements showing each payment.
Dates matter: interest is normally counted from the date of each payment. A clean table of date, amount and mode of payment saves hearing time.
Home loan papers (if you borrowed)
UP-RERA's manual lists the loan sanction letter, the tripartite agreement, repayment receipts and proof of pre-EMI reimbursement. These support a claim for interest paid and show how the builder's delay affected you.
Additional documents that strengthen a complaint
For a complaint against a promoter (Form M), the portal also lists these as available uploads:
- Advertisement or brochure
- Payment plan and sanction plan
- Lease, sub-lease, sale or conveyance deed (if executed)
- Offer of possession and letter of possession
- Demand letters and communication proof
- Information obtained under RTI
- Any supplementary agreement
- Vakalatnama (if a lawyer represents you)
- Any other relevant paper
Add the project's RERA registration number and a screenshot of its page on the RERA website, showing the registered completion date and any extension.
Documents for a compensation complaint (Form N)
For the Adjudicating Officer, the portal asks for a supporting document for each compensation ground you select. Examples, depending on your claim:
- Rent receipts and a rent agreement, if you paid rent because of the delay
- Bank statements showing extra interest or EMIs paid because of the delay
- Evidence of defects, such as photographs and repair estimates
- A copy of the false statement in a brochure or advertisement, if you rely on Section 12
Do not claim a ground you cannot back with paper.
Facts, notices and correspondence
- A written account of the facts in date order (see our sample RERA complaint draft).
- Your legal notice, if you sent one, with proof of delivery.
- Emails and messages with the builder. Print them with dates visible. Screenshots of WhatsApp chats can help, but do not rely on them in place of formal documents.
- Reply from the builder, if any.
If you cannot find a document
- No Agreement for Sale signed. A report on a Maharashtra Appellate Tribunal ruling says relief under Section 18 can still be available if the allotment and transaction are otherwise proved. Gather the booking receipt, payments and allotment letter.
- Missing receipts. Use bank statements and ask the builder in writing for a statement of account.
- Lost originals. Ask the builder, the bank or the registrar for copies, and keep proof of the request.
Identity and authorisation
- ID and address proof of the complainant(s). If you hold the unit jointly, include co-allottees. UP-RERA requires co-allottees named in the agreement to be added as co-complainants.
- If someone files for you, an authorisation letter, or a vakalatnama for an advocate, uploaded on the portal. See our article on whether you need a lawyer.
Format and size tips (UP-RERA)
- PDF only, with file names that avoid spaces and special characters.
- Booking and agreement documents up to 5 MB each; account statements and loan sanction/tripartite documents up to 2 MB.
- After selecting a file, click Upload, then View to check it opened properly.
- After your online complaint clears scrutiny, UP-RERA's manual asks for a self-attested hard copy of every page, plus proof of delivery uploaded to the portal. Check the current requirement on the portal.
- Other states set their own limits. One MahaRERA presentation mentions a 1 MB limit per PDF, for example.

What is the UP-RERA fee? Rs 1,000 per complaint for Form M and Form N according to the user manual (undated). Confirm on the payment page.
Can I add documents later? UP-RERA's manual describes optional supporting uploads on the final page before payment. Whether more can be filed later depends on the Bench, so upload everything important at the start.
